D232: Move the drawing position a column right and up, past the column's tiles
Used by the routine at OUTLINE_NEAR_FACES.
The same with IY moved past the column's two tiles (DRAW_EDGE does not), for a face's edges in OUTLINE_NEAR_FACES. STEP_ACROSS, the common tail, moves DRAW_Y by DE and DRAW_X 16 pixels right.
