CCE9: Bounce off in U: reverse the U velocity
Used by the routine at HOMER.
HOMER calls this when its move has bumped into something in U. The velocity at +14 is in sixteenths of a unit, the step at +9 made from it each turn; negating it sends the flyer back the way it came.
