BD59: Draw the border round the screen
Used by the routines at DISPLAY_MENU and WON.
From BORDER_DATA, into the buffer through the spare record at PANEL_RECORD: the corner sprite drawn four times, turned each way, the top and bottom edges as eight pieces 24 pixels apart and a shorter one to close each, and the sides as six pieces 24 pixels apart. It frames the menu and the end screens (DISPLAY_MENU, WON); a room has none.
